Before issuing a compliance certificate, we will check:
- Your pool fence & gates
- Location of pool fence
- Vertical gaps in the pool fence
- Gaps at the bottom of the pool fence
- Height of the pool fence
- For any climbable surfaces within the non-climbable zones
- Strength of barrier components & footings
- Ensuring gates are self-closing and latching “from every position, including resting on the latch”
- Boundary fence height & clearances
- Window openings
- Doors leading onto pool/spa area (where allowed/applicable, dependant on age)
What If You Find Out My Pool Fence Isn't Compliant?
After examining your pool and spa fences with our knowledge in pool compliance, we will provide you with a written report. If the pool is not compliant according to the regulations, you will get 60 days to make necessary corrections and then we’ll re-inspect it.
If fully compliant at Re-Inspection & all pool barrier compliance requirements have been successfully completed, we will issue a Form 23 Certificate of Barrier Compliance ready for lodgement with the relevant council.

Does My Pool Need A Compliance Certificate?
In a word, yes. Your pool or spa safety barrier must be inspected every 4 years to satisfy your legislative obligation & council requirements, ultimately governed by the Building & Plumbing Commission (formerly the Victorian Building Authority), of which Pete is a Registered Practitioner.
Prior to inspection, your pool or spa must be registered with your local council & the Confirmation of Registration Letter sent through to Pete, to ensure your Form 23 Certificate of Barrier Compliance will be valid.
Pools that were built before 30th June 1994 had to have their compliance certificates submitted & lodged with the relevant council by 1st June 2022.
Any pools built between July 1st, 1994 and April 30th, 2010 had to have a compliance certificate lodged with the relevant council by 1 June, 2023.
Pools built between May 1, 2010 and October 31, 2020 had to have their compliance certificates lodged with the local council by June 1, 2024.
From then on, each certificate must be lodged with the relevant council within 4 years of the previously issued Form 23 Certificate of Barrier Compliance.
All pools built On or after 1st November 2020 had to have their compliance certificate lodged with the proper authorities within 30 days of receiving an occupancy permit or certificate of final inspection.

This Inspection is what’s required every 4 years.
Complete Pool or Spa Safety Barrier Inspection service. If your safety barrier is compliant, a Form 23 Certificate of Compliance will be delivered that day with a detailed report for your convenience. If there are items of non-compliance, a detailed report with pictures will explain non-compliant items & practical examples of necessary fixes. A Re-Inspection is then required after these items are rectified.
RE-INSPECTION
IF REQUIRED
You’ll be given 60 days to bring your safety barriers into full compliance after the date of Inspection. Once all non-compliant items are rectified, get back in touch to book a time for Re-Inspection to receive your Form 23 Certificate of Compliance. Your certificate will be valid for 30 days, so please ensure you lodge it with the relevant council within that timeframe.
To continue providing the best service, I’ll remind you 6 months prior to your next due date, which is in 4 years time.

REGISTER YOUR POOL OR SPA WITH YOUR COUNCIL

All Victorian pools and spas were due to be registered by 1 November 2020. This is different to having your pool inspected. Head to your local council’s website & send a request for your pool or spa details. They will send you a letter containing your pool or spa’s construction date and the applicable Australian Standard / Building Regulation.
STEP 2:
BOOK AN INSPECTION with Pete’s Pool Inspections to have a reliable, efficient expert deliver a same day report with specific photos containing details of any non-compliant items of your pool or spa safety barrier with rectification advice. I’ll also be able to connect you with the relevant local, trustworthy and professional trades to carry out the works if required. For your Certificate of Compliance (Form 23) to be valid, the inspection MUST be conducted by a BPA Registered Inspector – allow me to help you through the process, hassle-free.

Send your Form 23 Certificate of Compliance to your local council office to fully comply with all legislation.
Your safety barrier will be due for it’s next inspection in 4 years time. I’ll remind you 6 months prior to that due date & from there can book in for your next inspection.
